Familiar territory! I lived in State College in the late '80s and worked as a technician in Acoustics, and also in Speech & Hearing in the Sparks building.
At that time the local government struck me as competent, compared to other cities I've known. Sounds like they've declined considerably since then.
One of the mysteries of this monstrosity is how ALL competent governments surrendered to the torturers at first. Some cities and states were already ruled by destroyers with a long record, but even the non-monsters went along for the ride.
It's helpful hearing your backstory to all this... and especially what you say about acting/performing. This is important to think about, as a mind-set technique to gain inner command of the situation. (My spouse was an actor with a very thin skin!) I will put on my best Winston Churchill when the time comes!
They only allowed 11 minutes? Did you wish you had more time? I'm thinking at least an hour long power point with use of select video clips but collecting an audience and locations might be hard. I'm not in any party and certainly not a Dem but I'm where lots of Dem officials win elections and I consider that a major drawback. Most Dems (I'll be nice) don't say things you're saying. Especially troubling is the sheriff, mayor and Governor are Dems. The Governor even mandates masks at medical clinics etc..(which I don't think is actually legal/ enforceable) I feel conservatives would be a better audience. A hardcore Dem sheriff is a deal breaker to me and I'll be moving soon due esp to a sheriff's importance. What's your take on that please?
